More and more households in Germany have already installed photovoltaics in recent years. By the end of 2023, one in eight residential buildings with one or two apartments had a photovoltaic system installed. Most installations are located in the south of Germany, where some regions already boast one in five dwellings with photovoltaics.
German consumer interest in plug-in solar devices, also known as balcony solar systems, continues to exceed all expectations. Data from Germany’s Federal Network Agency shows that the number of registered installations in the country encreased from 137,000 in 2022 to 230,000 in the first half of 2023 alone.
This text reflects the legal and regulatory situation as of 17th March 2025, the situation may change quickly. Germany ensures the safe use of balcony solar (“Balkonkraftwerk”) systems through power limits, built-in inverter safeguards, and proper installation practices.
All else being equal, a properly aligned roof in northern Germany can therefore deliver an electricity output similar to that of a less well-aligned roof in the south. In the transition, however, it is efficient to install photovoltaic systems on roofs with optimal orientation in regions with high global radiation.
800 W balcony solar system The Solar Package I strategy paper presented by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) also provides for an early increase in the de minimis limit to 800 W inverter capacity. This is expected to be possible from January 2024.
So far, only a small percentage of Germany's roof surfaces is equipped with photovoltaics. Recently, however, a significant increase in the installation of such systems has been observed. In 2023 alone, photovoltaic systems were installed on 3% of residential buildings with one or two apartments.
