The project, a 1,200 MW wind power project in the Lako Focus Area, Sepon District, Savannakhet Province, marks the largest wind power development in Laos to date and is expected to generate enough electricity to power both domestic needs and contribute to the region’s energy security.

The project will become the first overseas clean energy base to send electricity back to China.
Besides the projects, Laos has signed many renewable energy projects with development partners in recent years under its export-oriented energy policy and is expected to become an energy supplier in Southeast Asia soon through increasing electricity exports to neighbouring countries and enhancing the development of other clean energy sources.
In 2024, a Chinese state-owned power company signed an agreement with Laos to expand a wind and solar energy base in the north of the country. Laos, a mountainous country, has produced about 80 per cent of its electricity from hydropower over the last decade but has struggled to scale up its solar and wind power.
In 2022, China Western Power signed a supply and service deal worth US$409 million with another power company in Laos. In 2024, a Chinese state-owned power company signed an agreement with Laos to expand a wind and solar energy base in the north of the country.
However, by the end of last year, only eight solar power projects and four biomass power plants were in operation, with an installed generation capacity of 116 MW, representing just 1% of the country’s total electricity production. As of early 2023, Laos produced power from 76 hydropower dams, with another 43 still under construction.
