BEIJING, Dec 2 (Reuters) - A new round of U.S. solar panel import tariffs on Southeast Asian producers is expected to raise consumer prices and cut into producer profit margins, but was largely anticipated by industry, analysts said.
A group of U.S. manufacturers, calling themselves the American Alliance for Solar Manufacturing Trade Committee, first filed the AD/CVD petition in April 2024, claiming that primarily Chinese solar companies were working in Southeast Asia to avoid paying existing tariffs on Chinese goods.
US officials say Chinese producers have used Southeast Asian countries to skirt tariffs on China and “dump” cheap solar panels in the US market, harming their businesses.
Additionally, all imported solar panels from Cambodia face a tariff rate of 117.12%, while exporters in Vietnam not specifically identified by the DoC, are subject to a 271.28% rate. The DoC will make its final determinations on 18 April 2025 and issue its final orders on 9 June 2025.
Companies Were Avoiding Tariffs The U.S. had already imposed taxes on Chinese solar panel makers when they sold products to American buyers. To avoid those tariffs, the companies began using factories in Southeast Asia. However, the same Chinese companies own or control many of those factories.
The ITC did preliminarily decide that the Southeast Asian solar imports were harming the domestic industry, and Commerce revealed its preliminary CVD amounts in September and its preliminary AD amounts in November.
