In France, 13 charge point operators (CPOs) have joined forces to form the new Charge France association in order to massively drive forward the expansion of the French HPC charging network. The aim is to have 40,000 ultra-fast charging points by 2028, with Ionity, Fastned and Allego among the founding members.
Regarding EV charging infrastructure, the main objectives in terms of deployment were set out in Article 41 of the Law on Energy Transition and Green Growth passed in 2015.² Since then, numerous acts have been passed, notably in 2019 (Energy and Climate Law,³ Mobility Orientation Law⁴) and 2021 (Climate and Resilience Law⁵).
It is noteworthy that over 53% of these AC (semi-) public charging points are in public urban areas, 45% are destination charging points and DC and HPC charging points make up 1% each. Ratio of EVs per public charging point: This results in an average ratio of twelve EVs per one publicly accessible charging point in France.
FRENCH EV CHARGING ECOSYSTEM The EV charging ecosystem is a highly complex and dynamic market with an interface between the Energy and the Mobility sector. Therefore, it is important to define specific roles of key players. Grid operators ensure the connection of the char-ging points to the energy grid.
Accordingly, the deployment and pricing of electric vehicle charging infrastructure (“EVCI”) and the creation of associated services are key to the decarbonisation of the transport sector. The strategic contract for the automobile sector in France includes a target of 400,000 publicly accessible charging stations by 2030, versus 100,000 in 2023.
The newly founded association states that its members in France have already invested over one billion euros in public charging infrastructure and have pledged a further three billion euros by 2028 under the umbrella of Charge France. The initiators also quantify the expansion of the network.
