The Government of Sierra Leone is also seeking infrastructure investment to support expansion of energy distribution and transmission networks. Sierra Leone has good access to natural resources necessary for energy production such as access to viable wind speeds and sunshine for renewable wind and solar projects.
Despite various interventions by the government, a balance between electricity demand and supply has yet to be achieved. Using the Long-range Energy Alternatives Planning System (LEAP), this work assesses Sierra Leone’s energy supply and demand for 2019–2040.
The current state of Sierra Leone's energy sector is in acute need of improvement. 80% of Sierra Leoneans do not have access to electricity. Of those that have access, 17% are connected to the grid and another 2–3% are connected to solar, mini-grid or portable home energy systems.
There has been no proper energy demand forecasting study in Sierra Leone for the past decade. However, energy demand forecasting for short, medium, and long-term planning has been carried out by many researchers.
This study focuses on forecasting the long-term electricity demand-supply situation in Sierra Leone by considering techno-economic and environmental parameters. Three case scenarios have been generated (Base, Middle, and High) that will cover the country’s total electricity demand.

Smart monitoring systems provide real-time performance data and remote control capabilities, reducing operational costs by 45%. Battery storage integration allows mobile power solutions to provide 24/7 reliable power and peak shaving optimization, increasing energy availability by 80-95%. These innovations have improved ROI significantly, with solar container projects typically achieving payback in 1-3 years and mobile power stations in 2-4 years depending on usage patterns and fuel cost savings. Recent pricing trends show standard solar containers (20kW-100kW) starting at $40,000 and large mobile power stations (50kW-200kW) from $75,000, with flexible financing options including rental agreements and power purchase arrangements available.
